The Observer | Business | Telecoms pray for time when the Skype finally falls in talks about how the telecoms companies are worried about Skype and mentions Oxford University as an example of an institution that no longer bans Skype. The reason for this is that in order to use Skype at Oxford you have to configure it so that the peer-to-peer (P2P) part of the client can be filtered by the University firewall preventing "leaching" of bandwidth.
